Steps to reproduce
Starting from scratch, what are the steps to make the bug happen? The fewer the steps, the better.
When I create a new document it has an URL. I retitle the document within the document and grab the URL. When I paste it in another document to index it, the link is pasted and it leads to a 404. I go back to the original document, and its URL has changed. I notice that the original URLs have tildes in them. The new ones do not.
