I noticed that tags panel displays all tags even related to checked items. How to prevent it? I just want to see tags for unchecked visible items.

There’s no way to do that right now, I’m sorry.
There’s an existing feature request for this though: Exclude completed item tags from tag pane You’re welcome to post there if you have anything you want to add
