Drag and drop into collapsed list moves item to start of list

Steps to reproduce

Drag existing item into collapsed list (both on mobile and desktop apps)

Expected result

The item is moved to end of list, just like with “move to”

Actual result

The item is moved to start of list

Environment

Happens on both android 9 app, windows 10 app, and firefox web version
