Cursor in item context menu shows tooltip of controls *behind* context menu

Steps to reproduce

Click the hamburger icon of a list item to open its menu. Then hover over the area where “Create new file”, “Open in file finder”, and “Collapse file pane” buttons exist behind the menu overlay. You’ll see the tooltips appear “through” the menu.

Expected result

I do not expect to see tooltips of controls that are not visible.

Actual result

I see tooltips of controls that are not visible. And I can also click on them “through” the context menu.

Environment

Windows 10
Opera 51.0.2830.55


Additional information

Since this is hard to explain, I’ve attached a GIF which exhibits the issue. The GIF is a bit choppy, I have an MP4 if you want (that I wasn’t able to upload, as MP4 is not in the allowed list of uploadable file extensions).
