Bug: Indent, dedent, or enter on empty bullet causes scroll up

Steps to reproduce

From new bullet

1. Create a new, empty bullet somewhere.
2. Indent or dedent it
3. Observe: Suddenly the you get a scroll-up effect.

From existing bullet

1. Take some existing bullet. Backspace until there is no text on it.
2. Indent or dedent it
3. Observe: Suddenly the you get a scroll-up effect.

Expected result

No page scroll.

Actual result

Page scroll.
