Sometimes I have a numpad, sometimes I’m on a tiny laptop.
Would be nice to save and switch between shortcut configurations.

So you want to customize multiple shortcut configurations to use on different devices? Very soon we’ll allow defining multiple* custom shortcuts to an action, which should suit what you need. That way, you can define two shortcuts, one contains numpad keys the other doesn’t, and they will both trigger the same action.
Would that work for your use case?
I was thinking import/export a configuration file, but what you described works too. Thanks!
