Can I get a local link rather than a Dynalist cloud link when dragging and dropping items in iOS 11? What would be convenient.

To reply to your post, do you mind telling me how are you dragging and dropping in iOS? Will it be under Split View mode?

Yes, it will be under Split View mode.
For example, I will use Dynalist and OmniFocus.
